DPSCS Announces New Assistant Secretary/Chief of Staff
TOWSON, MD (May 16, 2012) – Secretary Gary D. Maynard has named Rhea L. Harris the new Assistant Secretary/Chief of Staff for the Department of Public Safety and Correctional Services (DPSCS). Harris has a decade of service to the Department, most recently as the Director of the Office of Legislative Affairs.
“Ms. Harris has served us well in Annapolis, communicating our mission to legislators, sister agencies and criminal justice stakeholders.” Maynard said. “She brings a wealth of experience and perspective to her new role as Assistant Secretary/Chief of Staff. With the support of the O’Malley-Brown Administration our Department has made tremendous strides over the last five year. Our new Assistant Secretary/Chief of Staff will help us continue to reach our goals.”
As Assistant Secretary/Chief of Staff, Harris will oversee coordination of staff and assist with the challenge of the Department’s ongoing reorganization to a more streamlined, integrated, regional-based organization; supervise DPSCS boards and commissions, the Inmate Grievance Office and the Administrative Remedy Process. She will also manage other projects at the Secretary’s direction, and advise senior level staff on policies, operations and systems designed to enhance the Department’s mission.

Prior to working for DPSCS, Harris served as the Maryland Public Affairs Manager for Washington Gas Light Company. She holds a J.D. from The Catholic University of America, an M.B.A. from the University of North Carolina at Greensboro and a B.S. in Industrial Engineering from North Carolina State University.
