Carolyn Scruggs Appointed Warden At Baltimore Central Booking and Intake Center
Veteran correctional administrator and former court commissioner takes over one of nation’s busiest booking facilities
Towson, MD (July 14, 2011)---Carolyn Scruggs, a veteran of 16 years with the Maryland Department of Public Safety and Correctional Services (DPSCS) and a former District Court Commissioner, has been appointed the new warden at Baltimore Central Booking and Intake Center (BCBIC). Ms. Scruggs’ appointment was announced by Wendell France, Commissioner of the Maryland Division of Pretrial Detention and Services, the DPSCS agency which includes Central Booking, the Baltimore City Detention Center, and Pre-trial Release Services.
Ms. Scruggs began her DPSCS career at Central Booking in 1995 after serving in the Maryland Judiciary Branch, where she was District Court Commissioner for Baltimore City. She rose quickly through the ranks, and was appointed Assistant Warden for Booking in 2008, a huge responsibility given that BCBIC is one of the nation’s busiest booking facilities, daily processing between 150 and 300 arrestees. In the last fiscal year, the facility averaged 159 bookings a day, for an annual total of just under 58,000.
Warden Scruggs holds a B.A. in Political Science from Towson University and an M.A. in Criminal Justice Administration from Coppin State University. Warden Scruggs holds a number of post-graduate certificates, including two from the FBI and the International Association for Identification related to the fields of interrogations and interviews and criminal justice information systems. She was on the team that developed Maryland’s Automated Fingerprint Identification System. Ms. Scruggs was also a key player in the fall 2010 launch of DPSCS’ Offender Case Management System. She is a 2011 graduate of Maryland’s Leadership Challenge.
At Central Booking, Ms. Scruggs will supervise more than 500 employees. She replaces Naomi Williams, who retired.
