Management Council

On May 13, 1999, Governor Glendening approved Senate Bill 174, which was introduced by the Governor's Council on Management and Productivity. This bill eliminates the 16 member Maryland Correctional Enterprises Advisory Committee and creates a 15 member Maryland Correctional Enterprises Management Council, effective October 1, 1999.

Membership of the MCE Management Council will consist of: the MCE Chief Executive Officer, the Commissioner of Correction, a representative of the State Comptroller, a member of the House of Delegates, a member of the Senate, a representative of the University System of Maryland, a representative of the State Department of Education, a representative of the Department of Labor, Licensing, and Regulation, a representative of the Governor's Office of Crime Control, two representatives of organized labor, a judge, two representatives of the business community, and one representative of a non-profit organization.

The Management Council will employ paid staff. Senate Bill 174 also creates a Customer Council consisting of the following 11 members: the MCE General Manager; and representatives of the Department of Budget and Management, Business and Economic Development, General Services, Health and Mental Hygiene, Human Resources, and Transportation; the Maryland Higher Education Commission, and three customers.

In addition to the existing Advisory Committee Statutory Mandate, the new MCE Management Council will assume the following:
  1. Review the operation of Maryland Correctional Enterprises' programs to determine whether there is any negative impact on workers in the State including wage depression or job displacement.
  2. Review the working conditions of inmates in the programs.
  3. Recommend changes as necessary to meet the goals and objectives of Maryland Correctional Enterprises.
  4. Solicit ideas, proposals, and suggestions from business representatives, nonprofit organizations, government entities, and members of the public as to how Maryland Correctional Enterprises could enhance the work experience of inmates and increase the ability of inmates to obtain gainful employment after release.
  5. Review and recommend opportunities with private sector employers to expand the Prison Industries Enhancement Program.
  6. Review and identify ways to improve the business practices of Maryland Correctional Enterprises in its sales, marketing, inventory, warehousing, and product line operations.
  7. Monitor customer satisfaction with price, quality, delivery, and after delivery service.
  8. Review and comment on the operating and capital budgets of Maryland Correctional Enterprises, including cash forecasts.
